The Government of Hungary supports small settlements and rural families to an unprecedented extent, as this is an area that the left-liberal governments have undeservedly forgotten, leaving villages and rural people with their problems, closing their schools, eliminating train traffic, and removing roads. network was allowed to deteriorate and no job creation was thought of.
In contrast, the government is currently placing great emphasis on raising the living standards of rural people. The Village CSOK and the Hungarian Village Program are also available in parallel. The former supports the creation of homes for families, the latter the road improvements, kindergarten renovations, the purchase of a village guardian bus, the renovation and construction of playgrounds, community buildings and doctor's offices in settlements with less than 5,000 inhabitants.
The Hungarian Village Program was announced by Prime Minister Viktor Orbán in 2018, and the first elements of the program were launched in early 2019. In the first phase of the Hungarian Village Program, until 2019, 10,000 applications were received, of which

Within the framework of the Hungarian Village Program, 76 percent of the settlements with less than 5,000 inhabitants, ie 2,887 settlements, received more than HUF 45 billion in development funding.
This year, the program will continue in 2020.
Compared to last year, roughly the same number, more than 11 thousand applications may be received from local governments this year in the application system of the Hungarian Village Program.
So far this year, ten calls for proposals have been published. Several will have their last submission deadline in mid-summer, so local authorities still have the opportunity to apply. Specifically, these options are available:

Material support for municipal sidewalk construction and renovation
Church community space development / transformation and employment
Community space development / transformation and employment
Development of a kindergarten playground and a public playground

The extremely complex program responds to the declining population in small Hungarian settlements with its sub-programs aimed at the village chok, the renovation of municipal sidewalks and the improvement of the local quality of life. Road and sidewalk development tenders were extremely popular among the applicants, with the help of the grants, such works worth more than HUF 10 billion can start or take place in about eight hundred villages.
In next year's budget, a very significant amount of money is available for the implementation of the Hungarian village program, which is roughly the same as this year, and the cabinet expects similar results to this year in terms of applications.

Evaluating the experience of the first year of the program, Alpár Gyopáros, the government commissioner responsible for the development of modern settlements, said that village chocolates are extremely popular, and families use the support option. Alpár Gyopáros emphasized that there is no such support system in the whole of Europe, the construction of the rural family home discount (chok) is "unique and exemplary".
He explained that by the end of May, 10,229 families had submitted applications for support worth more than HUF 54 billion. Territorially, the number of applications is fairly balanced, but Borsod-Abaúj-Zemplén, Szabolcs-Szatmár-Bereg, Baranya, Heves and Nógrád counties stand out "upwards" from the list, where there are many small settlements.
In terms of support goals, the picture is more or less balanced: 52 percent of the applicants want to use the money for the purchase and modernization of real estate, and 48 percent for the expansion of the existing home. wanting. This represents sixty percent of applicants. 38 percent of applicants are families with two children or having a second child.
In the case of combined support, families requested a non-refundable support of HUF 7.7 million for the purchase and modernization of used property, and an average of HUF 2.6 million was requested for the modernization of an existing home. Alpár Gyopáros recalled that the regulation on village chocolates came into force on July 1, 2019, and a year ago these days the families sent the first applications for support to the financial institutions.
The government commissioner said that village chocolates are not a form of home creation support that can be applied for in the entire territory of the country; according to the government decree, they can be requested in 2,486 Hungarian settlements. These are the settlements with less than 5,000 inhabitants that had a steadily declining population in the decades before the decree came into force.
